YORbuild Framework Manager and YORscep Lead
David has over 20 years experience of working in local government, having held a number of positions within Leeds City Council’s Legal Department before moving to the Procurement Unit in 2001. Since that time he has held a number of roles in that field, gaining experience in a wide range of commodities, and becoming a member of the Chartered Institute of Purchasing and Supply in 2003.
David’s experience has been predominantly in construction procurement, including a number of significant schemes including theatre refurbishments, Leeds Arena and a programme of housing repairs and improvement contracts.
In 2007 David was part of the regional team that conducted the drafting and procurement of the YORbuild framework and has been Framework Manager in the West of the region since the framework commenced at the end of 2009.
He has a special interest in the socio-economic effects of public procurement and is currently the framework lead for the Supply Chain Engagement Programme. He successfully completed a Master of Science Degree in Management in 2011 having submitted a dissertation on the value of employment initiatives created from public procurement which was based on evidence from YORbuild projects.
Between 2009 and 2011 he represented Leeds City Council on a Commonwealth Local Government Fund project, Creating sustainable economies: Municipal support for SMEs in South Africa.
