Note: this section refers to the original YORbuild framework which expired in November 2015 and was replaced by YORbuild2. Please visit the YORbuild2 Procurement page for up to date information.

The team that set up the framework comprised experienced procurement, asset management and legal professionals from each of the Contracting Authorities. These Authorities have a number of years previous experience of establishing and managing framework and partnering arrangements. Many of the lessons learnt from previous frameworks have been included. The process included the following:

  • Compliance with the Public Contracts Regulations 2006
  • Rigorous quality checking
  • Consideration of recent case law relating to Frameworks e.g. Northern Ireland cases
  • The Tender opening was independently witnessed
  • Firms appointed on the basis of 50% price/ 50% quality

Price assessment based on:

  • Tendered fee %’s (overheads and profit)
  • Preliminaries for sample schemes
  • People and equipment rates
  • Design on-cost (lots 4-6 only)

Quality assessment based on:

  • Operations management (People/Programme/H&S/ Continuous improvement)
  • Social responsibility (Employment and skills plan/ Local economy)
  • Sustainability (Carbon reduction/ Waste & recycling)
  • Commercial and supply chain management (SCM strategy/ rebates/ performance management)
  • Interviews

OJEU

Organisations wishing to call off any projects via the YORbuild framework should satisfy themselves that the framework complies with their standing orders/ constitution.

Four separate OJEU adverts (one for each geographical area) were published on the 9th December 2008. An example of these for the East area which has a reference number 2008/S 239-317750, can be found on the web-site ted.europa.eu.

OJEU Notice wording

“This Framework Agreement is … established to provide all public sector bodies and third sector organisations in the Region with access to quality contractors under best practice partnering arrangements. Such access will be subject to approval by the YORbuild Framework Management Team. These public sector bodies include Central Government Departments and their Agencies, NHS bodies, Local Authorities including Unitary Authorities, Police Authorities, Fire Authorities, other Emergency services and educational Establishments”
