Sheffield City Council Appoints Turner & Townsend as Capital Programme Delivery Partner via YORConsult3
Following the completion of a successful tender via lot 3 of the YORConsult3 framework, Sheffield City Council has announced the appointment of global professional services company Turner & Townsend as their Capital Programme Delivery Partner.
The strategic partnership will support the delivery of a transformative capital investment programme across the city and wider South Yorkshire region and builds on over a decade of successful collaboration.
Under the newly expanded professional services agreement, which now includes capital works for the South Yorkshire Mayoral Combined Authority (SYMCA), Turner & Townsend will provide flexible, multi-disciplinary services to enhance Sheffield City Council’s internal capabilities and accelerate project delivery.
The agreement, which has been facilitated and supported by the YORConsult3 Framework Management Team, will run from October 2025 to 2030 with the option to extend by a maximum of an additional three years and will support the Council’s ambitious capital programme. This includes vital improvements to transport infrastructure, community facilities, housing, and urban regeneration – projects that will directly benefit residents of the city and contribute to a more inclusive, connected and prosperous Sheffield.

Sheffield’s Capital Delivery Service ‘core and flex’ model will allow Turner & Townsend to provide tailored support across a diverse portfolio of projects, ensuring value for money, quality assurance, and timely delivery.
This appointment reflects Sheffield City Council’s commitment to investing in infrastructure that unlocks economic growth, creates jobs, and improves access to services – particularly in areas that need it most. Together with SYMCA, the Council aims to build a stronger, more resilient South Yorkshire.
The success of the procurement process also highlights the capabilities of YORconsult, in supporting clients with long term partnership arrangements, as well as one off commissions from a range of construction related disciplines.
