Prominent landmark restored in Town's bicentenary year

William Birch has delivered the refurbished Goole Market Hall for East Riding of Yorkshire Council, through the YORbuild3 Minor Works framework.
Initially engaged under a Pre-Construction Services Agreement (PCSA), William Birch worked collaboratively with the design team to develop the project from RIBA Stage 3 through to a fully costed and deliverable scheme meeting budget and programme constraints. The team provided buildability advice, programme development and cost planning, working closely with specialist heritage architects Donald Insall Associates, to ensure the project could be delivered while protecting the building’s historic character.

Goole Market Hall was built in 1896 after a fire had destroyed an original structure in 1891 and was a busy shopping destination for many years. As shopping habits changed, the building saw reduced footfall and in 2018, notice was given on the market, which resulted in its official closure at the end of March 2019. Goole Civic Society campaigned for its reopening and funding was secured via Town Deal funding from the Government.
The £3.4m redevelopment scheme has transformed the hall into a vibrant hospitality and community space, hosting a series of events, including a jobs fair, roller disco and has been used as a film location.

Following the successful completion of the pre-construction phase and agreement of the final project cost, William Birch was appointed as main contractor to deliver the refurbishment works on site.
The refurbishment involved a comprehensive programme of works designed to preserve the historic structure while creating a modern, functional venue.
Structural repairs were carefully undertaken to address the deterioration and ensure the long-term structural integrity of the building.
Sensitive upgrades, such as energy efficiency improvements, were introduced to improve the building’s environmental performance, incorporating advanced technologies while respecting the historic fabric.

Sympathetic refurbishment

New Facilities - The project introduced modern infrastructure including improved acoustics, upgraded services and flexible spaces capable of accommodating food and drink vendors, cultural events and community gatherings.

Landscaping - The aim was to create a cohesive design between the landscape within the courtyard and the historic Market Hall, ensuring the new external space complements and enhances the character of the building. A key feature of the scheme is the granite sett detailing, using natural stone, forming a motif inspired by the nearby River Humber - a reference to Goole’s strong maritime identity.

Key challenges

As a valued historic landmark, the Market Hall required a sensitive approach that balanced modernisation with conservation.
Working within a heritage structure presented challenges including integrating new building services, delivering structural improvements and introducing contemporary facilities without compromising the building’s character. Close collaboration between the specialist designers ensured that works were carefully planned and executed.
The early contractor involvement through the PCSA allowed buildability issues, programme sequencing and cost certainty to be addressed before construction began, helping to protect the integrity of the building while ensuring efficient project delivery.

Social Value and Skills Development

Alongside the physical works, the project also delivered meaningful local social value through an Employment and Skills Plan. Key achievements included:
• Education engagement: 2 school visits/Workshops
• Work experience: 1 placement provided
• Apprenticeships: 89 person-weeks delivered by existing apprentices
• Progression into employment: 1 individual supported into employment

These initiatives helped provide valuable insight into the construction industry while supporting skills development within the local community.

Outcome

The completed renovation has transformed Goole Market Hall into a modern and welcoming destination while safeguarding an important historic building. By combining heritage conservation with contemporary functionality, the project now provides a central hub for events, markets and community engagement.
