Nadine is a Project Manager with Sheffield City Council with over 30 years’ experience working in the public sector. Nadine has worked as a Framework Manager for local authority general building and professional services frameworks and has recently become a member of the YORconsult and YORcivil framework management teams.

Stan was previously an M&E project manager with over 30 years construction experience within the private sector. Having joined East Riding of Yorkshire Council in 2017, he works as a Framework Manager on the YORbuild3 framework and manages the YOR4Good programme.

Calum has worked for Leeds City Council for over six years,  five-and-a-half of those in Construction and Housing. He has knowledge and experience of delivering different procurement strategies and options in the public sector. During his time in public sector procurement he has supported with tender documentation drafting and evaluation methodologies, form of contracts and governance processes with both internal and external funding partners.

Rachael Grimes MCIPS – Procurement Category Manager – Leeds City Council.

Rachael has over 20 years local government and procurement experience with Leeds City Council. She has detailed knowledge of public sector procurement options, regulations and documentation.

Rachael leads on the Supply Chain Engagement Programme (SCEP), something which she is very passionate about and actively promotes.

Roy is the YORconsult Framework Manager for the North & East area. He has a Masters in Construction Project Management and 18 years’ experience in procuring and managing public sector construction framework. He is also an Accredited NEC4 Project Manager and Procurement Act 2023 Practitioner.

Rhys Hall is a construction and capital delivery professional with extensive experience across public and private sectors. He has led major capital programmes, managed multi-million-pound consultancy contracts, and supported evidence-based investment decisions. Rhys is experienced in NEC contract management, construction framework procurement and project delivery.

Kate is a procurement and contract management professional with seven years’ experience across two local authorities. As a Procurement Act 2023 Practitioner and CIPS‑qualified professional, she brings strong technical expertise and practical operational knowledge to the YORhub team. Kate currently manages the operational procurement team at North Yorkshire and is committed to supporting a high‑performing supply chain, the effective delivery of works, and value‑driven procurement solutions.

Stef has over 8 years’ experience working with the Yorhub Teams at East Riding of Yorkshire Council, providing support across all of the Frameworks, and holds an NEC3 and NEC4 ECC Project Manager Accreditation.

She also leads on a programme of repair and maintenance contracts for the Authority, utilising the NEC4 Term Service and Bespoke Contract documents.

Claire has worked in procurement for both the private and public sector for over ten years, including for a FTSE250 company and a local authority. Having worked for East Riding of Yorkshire Council since 2012 on building maintenance and construction frameworks, Claire’s current role is Assistant Framework Manager for YORconsult3 for the North and East region.

Mike Raven is a Chartered Construction Manager who entered the industry in the early 2000s. Over the years he has gained broad experience in both construction and civil engineering.

Mike works as East Riding of Yorkshire Council’s Principal Project Manager, leading a team delivering c.£40m of construction work per annum. Mike is also an NEC3 and NEC4 Accredited Project Manager.

Mike now leads on YORhub’s sustainability and digital strategies. His key focus for sustainability is the integration of waste and carbon reduction practices in construction. With regard to digital construction, Mike is looking both at the application of building information modelling but also the wider scope of digital technologies and processes as a whole.

Stephen Arundel is the Social Value Manager with Sheffield City Council and is managing all of the employment and skills coming through YORhub frameworks.

Caroline is an award-winning construction professional with nearly 20 years’ experience delivering new build and refurbishment projects across Yorkshire and the Humber. With a strong background in project management, she brings practical expertise from project inception through to completion. She has also held a senior role at the Construction Industry Training Board (CITB), working closely with the Department for Education to support apprenticeships, workforce development, and employment initiatives, including major infrastructure projects.

Julie has worked for East Riding of Yorkshire Council since 2012, previously as YORbuild Assistant Framework Manager and now as the YORhub Marketing & Communications officer.

David Barr has a background in photography, videography and content production in the construction sector. He has joined East Riding of Yorkshire Council to assist the YORhub Marketing and Communications function.

Nichola works within Sheffield City Council’s Employment and Skills Team and has extensive experience delivering employment, skills and social value initiatives across major construction and regeneration projects. She works collaboratively with contractors, employers, education providers and local partners to create opportunities through apprenticeships, training, work experience and employment programmes. Nichola is committed to supporting strong partnerships that maximise social value and deliver positive outcomes for communities across Yorkshire and the Humber.
