YORbuild3 Minor Works Procurement

The YORbuild3 Minor Works framework was set up by a team made up of procurement and legal professionals from each of the contracting authorities on the framework.

These authorities have years of experience of establishing and managing frameworks and partnering arrangements.

YORbuild3 Minor Works has been procured in compliance with the Public Contracts Regulations (2015) meaning you can rely on YORbuild3 Minor Works.

Procurement process

Lessons learned from previous frameworks helped inform YORbuild3 Minor Works. Its creation included:

  • compliance with The Public Contracts Regulations 2015
  • rigorous quality checking
  • consideration of case law relating to frameworks
  • the independent witnessing of tender opening
  • firms appointed on the basis of 40% Price / 50% Quality / 10% Social Value

Price assessment based on:

  • Tendered fee percentages (overheads and profit)
  • Design on-cost
  • Schedule of rates for equipment/plant, site accommodation, people

Quality assessment based on:

  • Contractors Design (how the contractor will work with clients when design is required)
  • Social and Environmental Value (support of YOR4Good, ecological measures, Employment and Skills )
  • Supply chain management (SCM performance and management)
  • Framework Management
  • Operations Management (relating to individual call off contracts)

YORbuild3 Minor Works Access

Accessing the YORbuild3 Minor Works Framework is easy. Any public sector organisation can enjoy the many benefits that it offers following these six steps:

  • Contact a YORbuild3 Minor Works framework manager to discuss your requirements.
  • Set out the key aspects of your project using the New Project Form
  • Agree with the YORbuild3 Minor Works framework manager on the service that you require.
  • Execute the Access and Confidentiality Agreement that grants use of the framework from the relevant contracting authority.
  • Carry out the call-off process to select a YORbuild3 Minor Works contractor.
  • Monitor contractor performance.

The YORbuild3 Minor Works team will work closely with you to deliver strategic initiatives and measure key performance indicators, with debriefs for some larger projects.

Call-off methods

1. Direct selection (rotation & client selected)

A framework contractor is directly selected using either the rotation or client selected process from the respective lot of the framework without competition. Rotation allows selection of the next contractor on the list. The client selected process allows selection of a contractor based on the provision of a brief report that satisfies the objective criteria of the framework and a client’s internal governance. A tender price is then developed with the single framework contractor and any subsequent call-off contracts are awarded.

2. Price/quality mini competition (two stage)

All framework contractors in a lot submit proposals that are assessed against the stage 1 scoring criteria to select a single winning proposal. A tender is subsequently developed with the selected framework contractor and any subsequent call-off contract is awarded. Note that the framework has been set up to permit variance in the balance of price/quality assessments, which can range between 20/80 and 80/20.

3. Price/quality mini competition (single stage)

All framework contractors in a lot submit competitive quotations for the award of a call-off contract by means of a price and quality competition. Note that the framework has been set up to permit variance in the balance of price/ quality assessments, which can range between 30/70 and 90/10.

4. Price-only mini competition (single stage)

All framework contractors in a lot submit competitive quotations for the award of a call-off contract by means of a price competition only.

Access fees

YORhub is a not-for-profit public sector organisation, so we only aim to cover the cost of managing the framework and contribute towards the cost of procuring replacement frameworks. As a result YORbuild3 Minor Works has one of the lowest framework charges in the industry.

For convenience, fees are recovered directly from contractors.
