Procurement

Procuring your requirements through the YORconsult3 framework is straightforward, safe and sustainable.

That’s because it was set up by a team of procurement, project delivery and legal professionals from the two authorities that run and manage the framework.

This team has years of experience in establishing and managing public sector frameworks and partnering arrangements.

Procurement process

Lessons learned from previous frameworks helped inform YORconsult3. Its creation included:

  • Compliance with The Public Contracts Regulations 2015
  • Rigorous quality checking and due diligence
  • Consideration of case law relating to frameworks
  • The Tender opening was conducted electronically
  • Companies assessed first against minimum standards then on price (60%) and quality (40%)

  • Multiplier
  • Refurbishment Uplift
  • Lead Designer Uplift
  • Principal Designer Uplift

YORconsult3 Access

Accessing the YORconsult3 framework is easy. Any public sector organisation in the framework region can enjoy the many benefits that it offers, following these six steps:

  • Contact a YORconsult3 framework manager to discuss your requirements.
  • Agree the service that you require with the YORconsult3 framework manager.
  • Execute the Access and Confidentiality Agreement that grants use of the framework.
  • Carry out the call-off process to select a YORconsult3 consultant.
  • Complete and return the Expression of Interest (EOI) proforma, in order for the Framework Team to confirm interest from the framework consultants in your scheme.
  • Monitor consultant performance.

The YORconsult3 team will work closely with you to deliver strategic initiatives and measure key performance indicators, with debriefs for some larger projects.

Access and Confidentiality Agreement

Call-off methods

YORconsult3 has six different call-off methods that balance quality against cost:

1. Direct Selection (Rotation or Client Selected)

2. Quality mini competition (two stage)

3. Price/quality mini competition (two stage)

4. Price/quality mini competition (single stage)

5. Price-only mini competition (single stage)

6. Direct award via Fee-initiated call-off (FIC)

Access fees

Accessing YORconsult3 is free, although a small charge is recovered directly from the consultants.

As a not-for-profit public sector organisation, YORhub only aims to cover the cost of managing the framework and contribute towards the cost of procuring replacement frameworks.

The consultants on the YORconsult3 framework offer high-quality services and great value having gone through a comprehensive evaluation process.

Lotting structure

YORconsult3 has 12 individual lots, covering a wide range of disciplines throughout the region. In addition, several areas in the South West of the region have access to the framework for education projects only. The coastal services lot is split into two cells, covering the northern and southern sections of the Yorkshire & Humber coastline respectively.

Framework areas and consultants

Although YORconsult3 is a single framework, this is managed as two sub-regions by the Framework Team. East Riding of Yorkshire Council manages the North & East sub-region and Sheffield City Council manages the South & West sub-region for YORconsult3.
