YORbuild2 Procurement

The YORbuild2 frameworks have expired and have been replaced by the latest generation of YORbuild3 frameworks found on this website. Procurement information is provided for reference only.

If your project was procured under YORbuild2, you can be assured of our continued support. The relevant information can still be accessed on the links below or by contacting your Framework Manager, who will be happy to advise you.

Procurement process

Lessons learned from previous frameworks helped inform YORbuild2. Its creation included:

  • Compliance with the Public Contracts Regulations 2006
  • Rigorous quality checking
  • Consideration of case law relating to frameworks
  • The independent witnessing of tender opening
  • Firms appointed on the basis of 50% price/50% quality

Price assessment was based on:

  • Tendered fee percentages (overheads and profit)
  • Design on-cost (lots 3, 4, 5 and 7 only)
  • Schedule of rates for equipment/plant, site accommodation, people

Quality assessment based on:

  • Operations management (people/programme/health and safety/BIM/contractors design/housing best practice)
  • Social responsibility (employment and skills plan and method statement/local economy)
  • Sustainability (carbon reduction)
  • Supply chain management (SCM performance and management)

OJEU

Procuring projects through YORbuild2 will comply with your standing orders or constitution.

Four separate OJEU adverts – one for each geographical area – were published on 30 October 2014, and an amendment to the East area was published on 14 July 2015.
