New YORcivil3 Contractor Framework Agreement
YORhub has just published adverts for YORcivil3 – two new frameworks to deliver civil engineering works, bridges/structureworks, highway surfacing works, flood alleviation works and coastal works for the region’s public sector organisations.
The frameworks will cover the Yorkshire and Humber region including the Sheffield LEP area and will replace YORcivil2 which is due to expire in August 2023.
The following table shows the lot structure, lot values and expected number of contractors to be appointed to each framework:

Tenders are to be returned in mid-January 2023 and framework award is expected in the summer of 2023.
YORhub was a member of the Cabinet Office Construction Playbook steering group and the frameworks will be aligned with the Construction Playbook v1.1 published by the UK Government in September 2022 to deliver best practice outcomes.
Key features of YORcivil3 include direct selection and single or two stage mini competition call off options, and the use of NEC4 as the preferred form of contract.
The introduction of the new frameworks builds on the success of the current YORcivil2 frameworks in delivering public sector projects across the Yorkshire and Humber region and neighbouring areas. YORcivil2 has already delivered over 170 civils projects worth £500m for public sector clients.
