Eleven contractors secure places on new £1.5bn framework

YORhub is delighted to announce the award of its new YORbuild Major Works 2 Framework.

Eleven construction firms have secured places on the framework – enabling them to be appointed to deliver major building projects for eligible public sector bodies and third sector organisations across the Yorkshire & Humber region, as well as the North East of England, Lincolnshire, Nottinghamshire, Derbyshire and parts of Leicestershire.

The framework is designed to deliver a wide range of major building projects valued over £10m, including new build, refurbishment, contractor design, decarbonisation, maintenance or term contracts.

The framework has been developed to provide a compliant, transparent and efficient route to procure major building works, while supporting value for money, social value, responsible procurement and opportunities for regional supply chains.

  • Procured under the Procurement Act 2023
  • Used the Common Assessment Standard in its procurement process
  • Accredited by the National Association of Construction Frameworks
  • Adopts the principles of the Construction Playbook and the Carbon Reduction Code for the Built Environment
  • Integrates YORhub’s award-winning social value offer, helping users embed social value considerations into their projects
  • An industry leading low access fee, with no upfront charge to users and no fee payable until contract award
  • Free procurement advice, NEC training, and call-off contract templates available to users
  • A selection of compliant call-off routes to suit the user, including mini-competition and direct award

YORbuild Major Works 2 consists of two lots for building projects. Lot 1 is for projects in excess of £10m and up to £30m. Lot 2 is for projects valued in excess of £30m. The framework is managed by East Riding of Yorkshire Council and Leeds City Council.

YORbuild Major Works 2 is now live and will run for a period of 4 years, with an option to extend for a further 2 years, subject to YORhub approval. It replaces the previous YORbuild3 Major Works framework and complements the YORbuild3 Medium Works and YORbuild3 Minor Works frameworks which remain in place until 2028.

Embedded into YORhub’s frameworks are a contractual requirement to deliver employment and skills outputs on individual projects which to date has helped over 2,400 people progress into employment; a social value fund that has contributed over £2.1 million to support over 200 community projects; sets carbon and waste reduction targets with a commitment to the Carbon Reduction Code for the Built Environment, and has developed a sustainability initiative with the Yorkshire Wildlife Trust. The frameworks also incorporate contractual requirements to protect against modern slavery.

It also has a well-established Supply Chain Engagement Programme that provides subcontractors and suppliers with visibility of framework opportunities.

The new YORbuild Major Works 2 framework is aligned with the Construction Playbook to deliver best practice outcomes.

Key features of the framework include direct selection and single or two stage mini competition call off options, and the use of NEC4 as the preferred form of contract. Other benefits to clients and contractors include:

NACF accredited 

YORhub is a founding member of the National Association for Construction Frameworks (NACF) and represents the region on this influential national body which shares best practice with other major construction hubs across the UK and Government through the Cabinet Office. The YORbuild Major Works 2 framework, along with other YORhub frameworks, are NACF-accredited.
